Should reported drug abuse warrant mandatory rehabilitation?

Drug abuse is happening all over the world and all the time. There is never just one side to a story and the same goes for the use of drugs. Some forms of substance abuse may come from parents, environment or just personal decisions. When referring to the misuse of illegal substances, I am referring to drugs such as cocaine and marijuana that when abused to a severe amount is taken to a form of law court. Even though it is not an illegal subtance, in some cases the misuse of alcohol does make it to a court of law so it is also included in the description.
